Meet the Experts Behind WTT

Our people are at the heart of everything we do. Each expert brings deep technical knowledge, integrity and a shared commitment to clarity, accountability and client success.

Rhys' professional background began in the legal industry working on international contractual agreements and dispute resolution. Following this Rhys moved into the financial sector utilising his legal knowledge to perform alternative dispute resolution for the financial services industry.

Rhys now manages the WTT Group of companies and oversees the continued development and expansion of the organisation.

Outside of work Rhys enjoys training for and entering triathlon races around Europe.

Rhys Thomas

Managing Director

Clarke Bowles is Commercial Director at WTT Group, where he leads growth and strategic partnerships across the contingent workforce and recruitment compliance space.

With extensive experience advising UK recruitment agencies, Clarke specialises in helping businesses manage compliance, legal risk, and operational complexity as they scale, particularly when expanding into the US market.

He works closely with businesses to balance commercial ambition with robust governance, supporting informed decisions around workforce models, contractor engagement, and international expansion.

Chris has spent many years in senior managerial and compliance roles, including operations covered by financial regulations.

During his tenure at WTT, Chris has been advising clients on compliance matters around the supply and use of temporary labour, with particular focus on supply chain audits, corporate crime and Off-Payroll working.

Chris Mattingly

Chief Operating Officer

Carla is the Director of Legal Services at WTT Legal Ltd. Carla is a dual qualified lawyer (US/UK) and has extensive experience in employment law, IR35 advice, commercial contracts, data protection and insurance law issues. Prior to joining WTT, Carla was Senior Legal Counsel at Alexander Mann Solutions Ltd, Head of Legal at Gattaca PLC and Compliance Manager at Capita Group PLC.

In her role at WTT, Carla is committed to providing top quality legal advice, ensuring that our clients have access to a “one-stop shop” for all their legal needs, including employment, contracts, wills, estate and tax planning and insurance.

Outside of work, Carla enjoys visiting her family in California and enjoying the peace and tranquillity in Mammoth Lakes in the High Sierra mountains.

Carla Roberts

Graham co-founded WTT, leveraging nearly four decades of deep experience in various tax disciplines. His career began in 1976 at HM Revenue and Customs, followed by private practice, a 12-year tenure at Barclays Group Tax (where he became a member of the Chartered Institute of Taxation), and a move to the big-ticket leasing division of Royal Bank of Scotland in 2000.

He later returned to private practice in 2007, structuring funds at Future Capital Partners. Today, as co-founder of WTT, he focuses on developing robust tax policy and is a sought-after commentator for the press and the Treasury Select Committee.

Graham is also a keen cyclist who regularly competes in long-distance races.

Graham Webber

Director of Tax

In September 1997 Lisa joined Martin Cordell & Co Accountants as an Office Junior. After spending a number of years in this role, Lisa was promoted to Tax Assistant where she gained 17 years of experience and knowledge in personal tax. Her role was to provide assistance and tax advice to the 1500 clients that she was responsible for and to complete and submit their Self-Assessment Tax Returns to HMRC. In 2017 Lisa left Martin Cordell & Co to become WTT’s Head of Client Services.

Lisa’s role as Head of client services is to manage the client services team and to provide them with her expertise and experience to ensure that clients receive a high quality of customer service.

In her own time Lisa enjoys socialising with friends and spending time with her family.

Lisa Saliba

Head of Client Services

In 1999 Tom joined the Inland Revenue, which later merged to form HM Revenue & Customs. After a number of years in tax advisory and management roles Tom successfully applied for Inspector Training and qualified in 2006 following an 18-month training period. From there he spent tours of duty as an investigator in all the customer segments dealing with the tax affairs of local businesses right up to worldwide groups which are household names. Following promotion in 2013 to Senior Officer, Tom spent 4 years in management roles providing strategic and technical leadership to teams of investigators before returning to the front line as an investigator looking at Complex Evasion. In July 2017 Tom left the civil service to become WTT’s first Head of Tax.

In his role Tom uses his extensive specialism with HMRC process and tax disputes to develop strategy and resolution solutions which are then implemented company wide, whilst also being the senior manager for the entire Tax Team.

Outside of work Tom can usually be found watching sports or in the gym, where he has a keen interest in boxing.
